Nepal's peace and constitution making process is yet to be concluded. After the success of peoples' movement 2006, Nepal has achieved remarkable progress such as, comprehensive Peace Accord (CPA), declaration of Nepal as a federal republic, successful CA election, abolition of Monarchy, 10 thematic reports from the CA committees and awareness raising on security, recognition, self-rule and rights for minority and disadvantaged groups and so on. Now the country’s elected CA is involved in constitution writing process expending a lot time and huge financial resources. During the course of Constitution writing, agenda of federalism has been tough task for almost policy makers and politicians. Elected CA could not promulgate the new constitution within the stipulated time of 2 years plus 1 year expended period after May 28, 2010. Nepal’s CA was nearly about to be collapsed without writing new constitution but political leaders saved it in the mid-night of May 28 2011following the 5 points pact. When the new constitution will be promulgated by CA, it is believed that the widely accepted model of federalism will be managed in the new constitution. However, large sections of Nepali people are not optimistic that the Nepal’s elected CA would settle this issue in a logical way. Nepal's undercurrent political situation is blocking many things to be accomplished in this transitional phase, which has led to the frustration of people.

Nepal's major political parties are exercising power politics and their focus and priority is only on forming the government. Therefore, level of people’s trust over the political leaders is decreasing. However, the fact is that unless the agenda of federalism is managed in the new constitution accommodating the aspirations of diverse ethnic and disadvantaged groups, country's democracy building and federalization process will not be started in the real sense.

Nepal is very unique in terms of its diverse nature of many religion, culture, caste and creed like a rainbow which is itself a country’s strength and beauty. Weakness of Nepal’s ongoing peace process is that the political leaders have not been able to connect the country’s diversity issue in ongoing peace process. Nepal’s deprived groups known as Janajati, Madheshi, Tharu, Muslim and many untouchable are seeking their role in nation building process. Nepal was geographically united by late Prithivi Narayan Saha nearly 240 years ago but in the people’s level it is yet to be done. Therefore, Nepali people are seeking such proactive initiatives in country’s reunification process. Therefore, in the light of country’s socio-cultural diversity, people’s role in nation building process within the federal structure must be ensured. Accurately, this must be a core agenda in contemporary discourse of Nepal.

On this background, this program aims to intervene fittingly on the core issues of diversity management which is closely interlinked with Nepal’s ongoing peace, constitution writing, federalism and democracy building process.
